    Since 1993 CoC has been applying for federal funding for homeless programs under the CoC NOFA, as such, needs to demonstrate the need.

    HUD planning funding now, in the past was CoC Staff, volunteers and City funding.

    CoC increased number of volunteers, CoC relies on City staff and City's police department.
