Recommendation for Legislative Action
To minimize the occurrence of program abuse involving DVBE subcontractors, the Legislature should amend state law to require awarding departments to notify those DVBE subcontractors when they are named on an awarded contract.

AB 230 (Brough), in part, would require a department awarding a disabled veteran business enterprise (DVBE) contract to include proof of payment for work done by the DVBE and the amount and percentage of work the prime contractor committed to provide to one or more DVBEs under the contract. The bill also states legislative intent to implement the recommendations in the audit.
