What is the position?
As the Contract Analyst (Associate Governmental Program Analyst), you are responsible for handling complex solicitation work, which includes independently developing and preparing contract agreements and other solicitation documents, in collaboration with contract managers, office legal staff, and vendors. You must possess excellent writing and customer service skills, and have the ability to work independently to research and develop complex solicitation documents under tight deadlines.
What will you do?
- You will independently research, develop, and prepare contracts such as consultant services, legal services, and interagency agreements.
- You will evaluate and recommend appropriate procurement methods and adhere to reporting requirements.
- You will assist with conducting market research and develop Request for Offers (RFO), Requests for Proposals (RFP), and other solicitation documents.
- You will develop, prepare, and finalize all Standard Agreements, Interagency Agreements, and Amendment documents, including the relevant exhibits, attachments, and terms and conditions.
- You will collaborate with our Legal Office regarding applicable laws to ensure all contracts and agreements conform to State contracting laws, regulations, policies, and procedures.
- You will communicate with vendors and contractors regarding solicitations.
- You will maintain electronic and hardcopy procurement and contract files, ensuring completeness.
- You will perform some backup administrative support duties as required.

- You have extensive knowledge of proper grammar, punctuation, spelling, capitalization, and sentence structure.

How do I join?
The California State Auditor is part of the merit-based California civil service selection system. To complete this process, you must do the following:
- Take the State exam for this position. You can find details on taking the Associate Governmental Program Analyst examination on CalHR's website. If you are a current state employee with transfer eligibility, you can skip this step.
- Submit a completed State of California job application (STD. 678).
