What is the position?
As an Associate Governmental Program Analyst, you split your time between three main functions. You research, analyze, develop, and prepare contracts that span a wide range of services and vary in difficulty. You also are responsible for developing and implementing the procurement policies, strategies, and procedures necessary to procure goods and services for the office and maintaining relationships with vendors. You manage facilities, key card, and parking requests, resolve space issues, and inventory property. To perform these tasks effectively, you work collaboratively with management, customers, and the members of your team. You use good judgement to produce high quality work, make recommendations to improve efficiency, establish and maintain positive working relationships, and demonstrate excellent verbal and written communication skills.
What will you do?
- Be involved in all purchases for the office by soliciting and evaluating bids, facilitating the purchasing process, and working with vendors and customers.
- Maintain procurement files, manage tracking systems, and analyze data to develop reports on purchasing trends, best practices, and best value for the State.
- Determine the appropriate method for obtaining contracts and then coordinate the bid and contract award process. Refer to the state guidance and contract laws and ensure compliance with laws, regulations, and policies.
- Research, develop, and prepare key documents including Interagency Agreements, Personnel Services Contracts, Maintenance Agreements, Requests for Offers, Requests for Proposals, and Invitations for Bids.
- Coordinate requests for facilities, keep management informed of any building issues, and ensure the office complies with building safety programs. Analyze and manage space issues, prepare office spaces, and coordinate modifications of existing office spaces as needed.
- Oversee the office keycard system, requests for parking, monthly transit pass sales, and other commuter programs.
- Develop a property inventory system, perform physical inventories, reconcile property and accounting records, and arrange for the disposition of unneeded items.
- Analyze existing policies and practices, recommend improvements, and provide training to other staff.

- You possess strong organizational skills, time management skills and ability to self-manage in an environment with multiple projects with moving deadlines.
- You are proficient in Microsoft Office products and using track changes in Microsoft Word.
